Civil Service

The Mount Vema Civil Service, is an Institution of the Crown of the State, responsible for the hiring the people who work in the public sector either in Mount Vema or overseas on diplomatic missions, and includes civil officers. They collectively form the sector of government composed mainly of career civil servants or civil officers hired rather than appointed or elected, whose institutional tenure typically survives transitions of political leadership.

At present, the majority of Mount Vema public servants are freelancers, and the difference between civil servants and civil officers, is that civil servants are employed by a government department or agency for public sector undertakings, and district civil officers are employed by a district government department or district agencies. Civil servants and district officers are not allowed to engage in political activities while performing their duties.
 
Some key posts which cannot employ freelancers, require a much higher level of tests either oral, written, or physical. The ranks (job titles) depend on the examination score used to fill the vacancies. The rule does not allow servants to upgrade or downgrade posts internally. They need to be selected for additional tests and separate external entry examinations.
