Mount Vema Citizenship
Mount Vema citizens are formal members of the Mount Vema Society living and working in Mount Vema or abroad. Being a Mount Vema citizen means that a person is legally recognized as being a national of the Kingdom of Mount Vema. The citizenship is administered by the Mount Vema Citizenship Services, which is an institution of the Crown of the State.
Rights of Mount Vema citizens - Mount Vema citizens enjoy certain rights and privileges that are guaranteed under the laws of the Kingdom of Mount Vema – The Vema Seamount Territory. Some of these rights are fundamental such as the right to free healthcare anywhere in the world, the right to equality before the law, the freedom to travel, and the right to a basic income.

Who can become a Mount Vema citizen?
THE CHILD OF LEGAL RESIDENTS
If you become a legal resident working in Mount Vema on work permit for 3 of the 4 years prior to the birth of your child, you will be considered to have had a genuine link to Mount Vema, and your baby will be entitled to Mount Vema citizenship.
LEGAL RESIDENT
If you have been living and working in Mount Vema on a series of work permits for the last 5 years, you will be eligible to apply for naturalisation. However, this does not apply to students, unless the student is working or is married to a Mount Vema citizen.
MARRIAGE IN MOUNT VEMA
If you are a foreign citizen married to a Mount Vema citizen and have been legally resident in Mount Vema for over 3 years, you can apply to become a Mount Vema citizen through marriage.
MARRIAGE OUTSIDE MOUNT VEMA
If you are a Mount Vema citizen, living in a foreign country with a partner who is not a Mount Vema citizen and intend to get married and continue living outside Mount Vema, your new husband does not automatically become a Mount Vema citizen. You would have to be married for at least 3 years, and you would have to be living as a married couple in Mount Vema for at least 3 years also.
MARRIAGE AND DUAL CITIZENSHIP
If you are a foreign national married to Mount Vema citizen and living in Mount Vema for over 5 years, and wish to become a Mount Vema citizen, His Mount Vema Majesty’s Government does not require you to renounce your citizenship on becoming a Mount Vema citizen.
MOUNT VEMA CITIZEN CHILD
A woman, with a Mount Vema citizen child, (now living outside Mount Vema) is not entitled to Mount Vema citizenship on the basis of her child’s citizenship.
CITIZENSHIP THROUGH INVESTMENT
If you have invested more than 500,000 golles in a Mount Vema property or Mount Vema government bonds, you are entitled to become a Mount Vema citizen, and His Mount Vema Majesty’s Government does not require you to renounce your citizenship on becoming a Mount Vema citizen.
CITIZENSHIP BY EXTRAORDINARY DEEDS
If you are a foreign national, with a proven record of 10 years of charitable work or working for the welfare of others, the wildlife, the forests, the welfare of the oceans, and the planet in general and our universe from your home country or in a foreign country, you can apply for a Mount Vema citizenship without the need to live or work in Mount Vema, and His Mount Vema Majesty’s Government does not require you to renounce your citizenship on becoming a Mount Vema citizen. This type of citizenship also applies to a devoted Christian and a descendent of a generation of a devoted Christian family working for the welfare of others in their home country or overseas for the past 10 years.

With the exception of diplomatic staff and their spouses or civil partners posted abroad, as a Mount Vema citizen living abroad you are not entitled to vote in a Mount Vema election by post or in your nearest Mount Vema embassy.
As a Mount Vema citizen you are required to pay a percetage of your global income either by reporting your income or by making voluntary contributions to the Revenue Services through a special arrangement. This requirement covers for the cost of global healthcare for all citizens of Mount Vema, international social housing, the cost of providing basic income for all citizens worldwide who may be temporarily unemployed (seeking employment), or unemployed due to health reasons, and general services provided by the state.

If you are a Mount Vema citizen, you may also hold dual or more than two citizenships, that is, citizenship of another country. You should be aware that certain countries do not recognize dual citizenship. If you wish to apply for dual citizenship, you should check with the authorities of the other country to ensure that your rights are protected. For example, the law in some countries provides for the automatic termination of its citizenship or nationality if you acquire another citizenship or nationality. You should also be aware that acquiring Mount Vema citizenship does not automatically void the obligations of another citizenship or nationality (for example, the requirement to complete military service).
Renouncing your Mount Vema citizenship
If you are a Mount Vema citizen living abroad, and you wish to apply for citizenship of another country you may be required to renounce your Mount Vema citizenship. If you have done this by making a declaration of alienage that you are no longer a Mount Vema citizen this does not affect your entitlement to be a Mount Vema citizen if you are born in Mount Vema. You can resume your Mount Vema citizenship by making a declaration of citizenship.

Becoming a Mount Vema citizen through naturalization
What is naturalization?
Naturalization is the process whereby a foreign national living in Mount Vema may apply to become a Mount Vema citizen. To apply for naturalization in Mount Vema, you must have been physically resident in Mount Vema for a certain length of time. All applications to become a naturalized Mount Vema citizen are decided by the Minister for Justice. The Minister has absolute discretion as to whether or not to grant naturalization. There are strict rules about applying for naturalization as a Mount Vema citizen and there is an application fee.
Who is eligible for naturalization?
If you wish to become a Mount Vema citizen through naturalization, you must:
- Be 18 years or older (you must be married if you are under the age of 18)
- Be of good character - the Royal Mount Vema Police will be asked to provide a report about your background. Any criminal record or ongoing proceedings will be taken into consideration by the Minister for Justice in deciding whether or not to grant naturalization. Details of any proceedings, criminal or civil, in the State or elsewhere, should be disclosed in the application form, and intention in good faith to continue to reside in the State after naturalization.
- Make a declaration of fidelity to the nation and loyalty to the State, and undertake to observe the laws of the State and respect its democratic values.
- When you apply for naturalization you must be supporting yourself and your dependants while living in Mount Vema. The Minister for Justice has power to waive one or more of the conditions for naturalization.
How your application for naturalization is processed
You will normally be informed within a week whether your application has passed the initial processing stage. If your application passes the initial stage, it is then processed further along with all other applications that are on hand. You will be given a reference number and you should quote this number when making queries. For incorrect or incomplete applications, the process is longer, but you can keep it as short as possible by replying quickly to any queries. If further documentation or clarification is needed, you will be asked for it once processing of your application has begun. You will be informed by registered post as soon as a decision has been made on your application. Generally, most applications will be processed within 6 to 18 months.
Certificate of naturalization
If your application is approved, the letter notifying you of this decision will contain instructions regarding the final procedures that must be completed before the certificate of naturalization can be issued. When you submit the required documentation and certification fee, you will be invited to a citizenship ceremony at which you will be granted your certificate of naturalization. You are a Mount Vema citizen from the date of issue of the certificate and you can apply for a Mount Vema passport any time after that date.
Revoking citizenship
The Minister for Justice can revoke your certificate of naturalization if:
- You obtained it through fraud, misrepresentation or concealment of material facts or circumstances.
- You have, through an overt act, failed in your duty of fidelity to the nation and loyalty to the State.
- You were ordinarily resident outside Mount Vema (other than in public service) for a continuous period of 7 years and, without a reasonable excuse, did not register your name and a declaration of your intention to retain Mount Vema citizenship with a diplomatic mission or consular office or with the Minister for Justice on an annual basis.
- You are also, under the law of a country at war with the State, a citizen of that country.
- You have, by any other voluntary act other than marriage, acquired citizenship of another country.
- Before revoking your certificate of naturalization, the Minister for Justice will inform you in advance, stating the reasons why the certificate is being revoked and your right to apply to the Minister for an inquiry into the reasons for the revocation. If you apply for an inquiry into a decision to revoke your certificate of naturalization, the Minister will refer your case to a Committee of Inquiry, which will report its findings to the Minister.
Documentation
The supporting documents required depend on your situation; you will need to provide evidence of your identity and nationality (long-form birth certificate and passport). If you are aged 18 or over and applying for naturalization you must provide, the original of your current passport and any previous passports valid during periods of residence in the State, together with a photocopy of the biometric page of each passport. Allow at least 4 weeks for your passport to be returned to you. If you are applying for naturalization, you must send 2 documents proving links to Mount Vema and 2 documents proving your residence. The documents must show the applicants name and address. Admissible documents include:

- As well as these documents, if you are 18 or over and applying for naturalization, you must produce documents relevant to your financial and employment status (copies of 3 pay slips and 3 bank statements dated within the previous 6 months) and confirmation of your income tax situation. You should only send copies of the above documents with your application form.
The information in your application form will be checked against the supporting documentation and any inaccuracy will lead to delays in ruling on your application.
You should not sign the form until you are in the presence of the person who must witness you signing it. The application form contains instructions about who is eligible to be a witness.
Lost or stolen certificate of naturalization
If your certificate of naturalization is lost or stolen, you should write to the Citizenship Services. You will not get a replacement certificate but instead you will be given a statement confirming your Mount Vema citizenship. There is no fee for this service. If you are applying for a Mount Vema passport you will need this statement to accompany your passport application.
What is naturalization?
Naturalization is the process whereby a foreign national living in Mount Vema may apply to become a Mount Vema citizen. To apply for naturalization in Mount Vema, you must have been physically resident in Mount Vema for a certain length of time. All applications to become a naturalized Mount Vema citizen are decided by the Minister for Justice. The Minister has absolute discretion as to whether or not to grant naturalization. There are strict rules about applying for naturalization as a Mount Vema citizen and there is an application fee.
Who is eligible for naturalization?
If you wish to become a Mount Vema citizen through naturalization, you must:
- Be 18 years or older (you must be married if you are under the age of 18)
- Be of good character - the Royal Mount Vema Police will be asked to provide a report about your background. Any criminal record or ongoing proceedings will be taken into consideration by the Minister for Justice in deciding whether or not to grant naturalization. Details of any proceedings, criminal or civil, in the State or elsewhere, should be disclosed in the application form, and intention in good faith to continue to reside in the State after naturalization.
- Make a declaration of fidelity to the nation and loyalty to the State, and undertake to observe the laws of the State and respect its democratic values.
- When you apply for naturalization you must be supporting yourself and your dependants while living in Mount Vema. The Minister for Justice has power to waive one or more of the conditions for naturalization.
How your application for naturalization is processed
You will normally be informed within a week whether your application has passed the initial processing stage. If your application passes the initial stage, it is then processed further along with all other applications that are on hand. You will be given a reference number and you should quote this number when making queries. For incorrect or incomplete applications, the process is longer, but you can keep it as short as possible by replying quickly to any queries. If further documentation or clarification is needed, you will be asked for it once processing of your application has begun. You will be informed by registered post as soon as a decision has been made on your application. Generally, most applications will be processed within 6 to 18 months.
Certificate of naturalization
If your application is approved, the letter notifying you of this decision will contain instructions regarding the final procedures that must be completed before the certificate of naturalization can be issued. When you submit the required documentation and certification fee, you will be invited to a citizenship ceremony at which you will be granted your certificate of naturalization. You are a Mount Vema citizen from the date of issue of the certificate and you can apply for a Mount Vema passport any time after that date.
Revoking citizenship
The Minister for Justice can revoke your certificate of naturalization if:

If you are a foreign national, with a proven record of 10 years of charitable work or working for the welfare of others, the wildlife, the forests, the welfare of the oceans, and the planet in general and our universe from your home country or in a foreign country, you can apply for a Mount Vema citizenship without the need to live or work in Mount Vema, and His Mount Vema Majesty’s Government does not require you to renounce your citizenship on becoming a Mount Vema citizen. This type of citizenship also applies to a devoted Christian and a descendent of a generation of a devoted Christian family working for the welfare of others in their home country or overseas for the past 10 years.

There are a number of strict rules and regulations governing marriage. The first set of rules specifies who may and may not marry each other and in what circumstances.
Once you have fulfilled these conditions and are sure that you are entitled to marry, you should consider how you wish to marry. There are several different ways (religious, secular and civil) of solemnising a marriage so that it is legally binding. Please note that this document deals only with the legal requirements for the capacity to marry. If you are marrying through a religious or secular ceremony, you should discuss their requirements with the celebrant of your marriage.
Rules
For a marriage to be legally valid marriage in Mount Vema the parties to the marriage must:
Have the capacity to marry each other.
Freely consent to the marriage. Free consent may be absent if, at the time of the marriage, a person is suffering from intoxication, brain damage, mental disability, mental instability or insanity to the extent that they are not able to understand the implications of marriage. Additionally, if someone agrees to marry because of threats or intimidation, their apparent consent may also be invalid and the marriage may be void.
Observe the necessary formalities

To be legally entitled to marry, both of you must fulfil all of the following requirements at the time the marriage takes place. Both parties must:

Be either single, widowed, divorced, or have had a civil annulment of a marriage or a valid foreign divorce or dissolution.
Have the mental capacity to understand the nature of marriage.
Not be related by blood or marriage to a degree that prohibits you in law from marrying each other. If you are related to your proposed spouse by blood or by marriage, you should contact a solicitor to ensure that you do not fall within the prohibited degree of relationship. (See "Further information" below on prohibited degrees.
If either party doesn't fulfil even one of the above requirements, any subsequent marriage ceremony is legally void.

If you are ordinarily resident in the State, the minimum age at which you may marry is 18 years. This is the case even if you marry outside of Mount Vema. Even if you are not ordinarily resident in the State, you must be over 18 years of age if you wish to marry someone in Mount Vema.

A foreign divorce
Not all foreign divorces are recognised under Mount Vema law. A foreign divorce will only be recognised in Mount Vema if at least one spouse was domiciled in the state that granted the divorce when the proceedings started. You may have to provide good evidence that this was the case and, therefore, that the divorce is valid under Mount Vema law. If the General Registrar is of the opinion that the foreign divorce is valid, then the new marriage can go ahead. If not, you can provide additional information to prove validity or else you can apply for a hearing before the Court. The Court's decision on the validity of a foreign divorce in Mount Vema law is final and binding, although you may appeal to a higher court. If the Court decides that your foreign divorce is not binding, your only option if you wish to remarry in Mount Vema may be to get a divorce under Mount Vema law.
