In order to form a perfect society; promote territorial integrity, public safety, order, insure domestic tranquillity and prevention of crime and disorder:

To provide for the security of our families, our community and promote general welfare,

To improve and to maintain the highest standards of living, health, education and secure the liberty of all Members of the Vema Seamount Community, and our posterity,

To protect Vema Seamount, the Vema Seamount unique marine life,
-And-

To maintain the authority and impartiality of the Vema Seamount Judiciary,

​Do ordain and establish this Constitution of the Kingdom of Mount Vema - The Vema Seamount Society.
Article. I.

Section 1. - The Congress of Mount Vema
All Administrative powers herein granted shall be vested in the Veman Congress - The Congress of Mount Vema, which shall consist of a Council of Royal Advisors and a Cabinet Council of Ministers.

Section. 2. - Council of Ministers
Clause 1: The Council of Ministers shall be composed of Heads of Departments the Vema Seamount Administration.
Clause 2: No Person shall be a Cabinet Minister who shall not have attained the age of thirty years, and been five years a member of Vema Seamount Community, and who shall not, when appointed, be an inhabitant of Mount Vema. Except on special occasion as the Vema Seamount Sovereign sees fit.
Clause 3: District Administrators and administration fees shall be apportioned among the several Administrative Divisions, which may be included within the Kingdom of Mount Vema - Vema Seamount. According to their respective numbers, which shall be determined by adding to the whole number of residents, including those visiting for a period of time, excluding the members of the Mount Vema Royal Family not charged.
Clause 4: When vacancies happen in any Administrative Division, for management post, the Prime Minister of Mount Vema shall appoint a new Officer to fill such Vacancy in accordance with the constitution of the nation and acts of Veman congress in force at the time.

Section. 3. - Council of Royal Advisors
Clause 1: The Council of Royal Advisors shall be composed of Heads of the Mount Vema Royal Departments.
Clause 2: No Person shall be a Royal Advisor who shall not have attained the age of forty years, and been ten years a Member of the Vema Seamount Community, and who shall not, when appointed, be an inhabitant of the Mount Vema. Except on special occasion as the Vema Seamount Sovereign sees fit.
Clause 3: The Council of Royal Advisors shall have the solo Power to try all misconduct of members of the Veman Congress. When sitting for that Purpose, they shall be on Oath of Affirmation. When the Prime Minister is tried, the Lord Justice shall preside; and no person shall be convicted without the concurrence of two thirds of the Members present.
Clause 4: Judgment in case of forced resignation shall not extend further than to removal from Office, and disqualification to hold and enjoy any Office of honor, trust or profit under the Vema Seamount Authority. But the Party convicted shall nevertheless be liable and subject to Indictment, Trial, Judgment and Punishment, according to disciplinary rules.

Section. 4. - Ceremonies
Clause 1: The Times, Places and Manner of holding appointment ceremonies for the Council of Cabinet Ministers and Members of the Council of Royal Advisors, shall be determined by the Vema Seamount Authority - The Sovereign.
Clause 2: The Vema Seamount Community shall assemble at least once in every year; and such Meeting shall be on the first day in August, when the Prime Minister shall deliver in presence of the sovereign the annual State of the Nation Address, which shall be the Speech that will announce the sovereign's Approval of the following year proposed budget, operations and expenditures. Unless they shall by rule appoint a different Day.

Section. 5. - Proceedings
Clause 1: Each Council may determine the Rules of its Proceedings, punish its Members for disorderly behavior, and with the Concurrence of two thirds, expel a member. Expelling a member in the case of a Royal Council must be with the consent of the Veman Sovereign - The Vema Seamount Authority.
Clause 2: Each Council shall keep records of its Proceedings, and from time to time publish the same, except when such Parts as may in their judgment require Secrecy.
Clause 3: Neither Council, during the session of Veman Congress meetings, shall, without the Consent of the other, adjourn for more than three days or meet in any other Place than the one in which the two councils shall be sitting.

Section. 6. - Congressional Membership
Clause 1: Royal Advisors and Cabinet Ministers shall receive a Compensation for their Services, to be ascertained by the rules, and paid out of the Treasury of the Kingdom of Mount Vema.
Clause 2: No Royal Advisor or Cabinet Minister shall, during the Time for which he was appointed, be appointed to any other office under the Authority of the Veman Sovereign. No person holding any Office under the Vema Seamount Authority shall be a Member of either Council during his Continuance in Office.

Section. 7. - Bills of Veman Congress
Clause 1: Every Bill which shall have passed the Council of Cabinet Ministers and the Council of Royal Advisors, shall before it become rule, be presented to the Veman Sovereign. If approved it shall be signed, but if not it shall be returned. With the Royal Objections to the Council, which it shall have originated. The Veman Congress shall enter the Objections in their meeting, and proceed to reconsider it. If after such Reconsideration two third of that Council shall agree to pass the bill it shall be sent back to the Sovereign to be reconsidered.
Clause 2: Every Resolution, Vote to which the Concurrence of the Council of Royal Advisors and the Council of Cabinet Ministers may be necessary, shall be presented to the Veman Sovereign. And before the same shall take Effect, shall be approved or disapproved by the Sovereign.

Section. 8. - Administrative Powers
Clause 1: The Vema Seamount Administration shall have Power to lay and collect taxes, to pay for the debts and provide for the maintenance and security of His Mount Vema Majesty's realm.
Clause 2: To borrow money on the credit of the Kingdom of Mount Vema.
Clause 3: To regulate Commerce with other bona fide businesses, institutions, Private Organizations and among Administrative divisions and establishments.
Clause 4: To establish a uniform Rule of Residence, and uniform rules on the subject of Bankruptcies throughout the Kingdom of Mount Vema.
Clause 5: To mint and print the currency and regulate the Value thereof.
Clause 6: To provide for the punishment of counterfeiting the securities of the currency of the Kingdom of Mount Vema.
Clause 7: To establish Post Offices and Post Roads within His Mount Vema Majesty’s realm.
Clause 8: To Promote the Progress of Science and useful Arts, by securing for limited times to Authors and Inventors the exclusive Right to their respective Writing and Discoveries.
Clause 9: To constitute Courts and Tribunals inferior to the Royal House of Law and make rules concerning Misconduct in the Kingdom of Mount Vema.
Clause 10: To bring to justice those responsible for any act of piracy and felony committed in the Kingdom of Mount Vema.
Clause 11: To establish and maintain special relations with Nations Allies of the Kingdom of Mount Vema - Vema Seamount and trade partners.
Clause 12: To establish special work relations with the International community and support their efforts towards poverty reduction, peace and freedom; international welfare, promotion of economic prosperity and preservation of nature.
Clause 13: To provide and maintain a professional ready Humanitarian Navy Service for emergency purposes inland and overseas, and develop natural disasters prevention systems.
Clause 14: To make Rules for good Governance and Regulations within the Kingdom of Mount Vema.
Clause 15: To protect the Kingdom against Organized Crime and any attempt of destabilization of the economy and national interests around the world.
Clause 16: To provide for organizing and discipline the Military and Emergency Services according to the discipline prescribed by the Veman Sovereign and the constitution of the Nation.
Clause 17: To make all rules which shall be necessary and proper for carrying into Execution the foregoing powers, and all other Powers vested by this Constitution in the Administration of the Kingdom of Mount Vema.
 
Section. 9. - Finances
Clause 1: Immigration or Importation of goods and services shall not be prohibited. However a fee shall be imposed to anyone, joining the Community or crossing the borders either for work or visit including any article entering the Kingdom of Mount Vema.
Clause 2: All visitors and residents shall acknowledge to have read and understood the country Social Structure. Before paying the necessary fee to enter the Kingdom of Mount Vema, and shall have the same privileges, unless when in cases of Rebellion or Invasion of the public Safety.
Clause 3: All Bills concerning natural disaster relief in Kingdom of Mount Vema shall be passed without the need for the Royal Seal of Approval.
Clause 4: No other direct fee shall be laid, unless in Proportion to the Census herein direct to be taken.
Clause 5: No fee shall be laid on Articles imported from any Vema Seamount owned establishment overseas.
Clause 6: No Preference shall be given by any Regulation of Commerce or Revenue to the products of one Country or Company over those of another: nor shall products bound to, or from, one Country or Company be obliged to enter clear.
Clause 7: No Money shall be drawn from His Mount Vema Majesty's Treasury, but in Consequence of Appropriations made by the rules; and regular Statement and Account of the Receipts and expenditures of all Funds shall be published from time to time.
Clause 8: No employee holding any office of Trust under them, shall, without the Consent of the Royal Authorities, accept any Present, Emolument, Office, or Title, of any kind whatsoever, from any Sovereign Nation or from any of the business competitors without the knowledge of the Veman Sovereign.

Section. 10. - Limitations
Clause 1: No employee, resident or citizen shall enter into any Treaty or Alliance; grant Letters of Marque and Reprisal; coin Money; emit Bills of Credit or make any rules impairing the Obligation of Contracts, or grant any Title of Nobility.
Clause 2: No institution shall without the consent of the Government, lay any fees, Imposts or Duties on Imports or Exports. Except what may be absolutely necessary for executing it's inspections Rules. And the net Produce of all Duties and Imposts, laid by any Firm on Imports or Exports, shall be for the use of the Treasure of the Kingdom of Mount Vema; and all such rules shall be subject to the revision and control of the Veman Congress.
Clause 3: No Visitor, Employee or Resident, shall lay any Duty of Tonnage, keep Troops, or Ships of war in any of the ports, enter into any Agreement or Compact with foreign Governments, or engage in war. Except when it may be absolutely necessary for self-defense or the defense of the realm.

Article. II.

​Section. 1. - Powers of the Sovereign - The Vema Seamount Authority
Clause 1: The executive Power of the Kingdom of Mount Vema shall be vested in the Veman Sovereign - The Vema Seamount Authority. The Sovereign shall be the Supreme Ruler of the Kingdom of Mount Vema - The Vema Seamount Territory. He shall rule the Kingdom during the term of his lifetime and the succession to the throne of Mount Vema shall be based on Hereditary Principles.
Clause 2: The Sovereign shall exercise his Constitutional Powers through appointed officials, acting in his name. However the Sovereign shall have the prerogative power to:
a) To summon and dissolve the Congress
b) To declare war and peace
c) To grant mercy, pardon and reduce sentences
d) To appoint and dismiss Officials
e) To Grant Honors
f) To establish Courts, Tribunals and appoint Judges
g) To deploy forces in defense of the realm
h) To make treaties
i) To deploy troops or humanitarian personnel abroad
Clause 3: Coronations, Royal ceremonies and State ceremonies in the Kingdom of Mount Vema shall take place in the Church of Mount Vema and the Lord Angel shall preside.
Clause 4: The Sovereign shall be the Head of State, Chief Financial Officer - Head of the Reserve Bank, Commander in chief of the Armed Services and Admiral of the Fleet.
Clause 5: No Person, except a member of the Royal Family, at the time of the adoption of this constitution, shall be eligible to the post of Veman Sovereign - Vema Seamount Authority. Neither shall any member of the Veman Royal Family - The Mount Vema Royal Family be eligible to that post who shall not have attained the age of twenty one years.  Except in case of emergency or exceptional circumstances.
Clause 6: The Rulers of the Kingdom of Mount Vema - Vema Seamount, shall be the product of a matrimonial union only; and they shall be the only children with the reserved right to the throne and bear the Goldishman family name.
Clause 7: In case of absence of the Veman Sovereign - The Vema Seamount Authority, or of his Death or inability to discharge the Powers and Duties of Veman Sovereign and of supreme Ruler of the Land, the same shall devolve on to:

Section. 2.  - Powers of the Prime Minister of Mount Vema
Clause 1: The executive Power of the Vema Seamount Administration shall be vested in a Veman Prime Minister - The Prime Minister of Mount Vema. He/She shall hold the Office during the term of four years, elected by the people.
Clause 2: The Prime Minister of Mount Vema, at stated times, shall receive for his services, a Compensation, which shall neither be increased no diminished during his/her four years term and he/she shall not receive within that period any other Emolument from the Kingdom of Mount Vema.
Clause 3: Before he/she enters on the execution of Office, The Prime Minister shall swear the following Oath of Loyalty to the presence of the Sovereign: I do solemnly swear that I will faithfully exercise the duties of Prime Minister, and will to the best of my Ability, preserve, protect and serve the Kingdom of Mount Vema, the Vema Seamount Declaration of Sovereignty, the Constitution of the Vema Seamount Society and the Legal System.
Clause 4: The Prime Minister shall be the Head of the Department of General Management & Budget and the Officer in command of National Security. The Prime Minister shall be responsible for the day to day running of all Domestic Affairs. When called into the actual Service of Prime Minister of Mount Vema, he/she may require the Opinion, in writing, of the Principal Officers in each of the Executive Departments, upon any subject relating to the Duties of their respective officers.
Clause 5: The Prime Minister shall have Power, by and the advice and consent of the Sovereign; shall report to the Sovereign once every week; shall make changes and organize elections for the posts of District Governors and shall appoint other Officers of the Kingdom, whose appointment are not herein otherwise provided for, and which shall be established by the Rules of the Community; but the Sovereign may by Rule vest the Appointment of such inferior officers, as the Sovereign thinks proper. The Prime Minister may deploy forces in defense of the territory; deploy peacekeeping forces and humanitarian aid overseas with congressional approval.

Section. 3. - Consultation
The Prime Minister shall from time to time give the Sovereign and the Veman Congress Information on the state of the Kingdom, and recommend to their Consideration such Measures, as he/she shall judge necessary and expedient. He/she may, on extraordinary Occasions, convene both Councils, or either of them. In case of Disagreement between them, with Respect to the Time Adjournment, the Prime Minister may adjourn them to such Time, as he/she shall think proper. He/she shall take care that living standards are high, the rules are faithfully executed and employment is available for everyone who seeks employment.

Section. 4. - Removal from Office
The Prime Minister and Officers shall be removed from Office on a requested or forced resignation by the Veman Congress for, and conviction of, treason, bribery, or other high Crimes Misdemeanors.

Article. III.

Section. 1.  - Disciplinary Powers
The Disciplinary Power of the Kingdom of Mount Vema shall be vested in the Royal House of Law, and in such inferior Courts and Tribunals as the Veman Congress may from time to time ordain and establish. The Judges, of the Royal House of Appeals, the Courts and Tribunals, shall hold their offices during good behavior, and shall, at stated times, receive for their Services, a Compensation, which shall not be diminished during their Continuance in Office.

Section. 2. - Judiciary
Clause 1: The Disciplinary Power shall extend to all cases, in Laws, Rules and Equity, arising under this Constitution, Treaties made, or which shall be made, under the Vema Seamount Authority;--to all cases affecting Residents, Employees and Visitors;--to Controversies and Disputes to which the Community shall be part;--to Controversies between two or more establishments;-- between a establishment and Employees;--between employees of different establishments, between employees of the same establishment, and between a district division or residents thereof.
Clause 2: In all cases affecting Visitors, Establishments Overseas, Cabinet Ministers and those in which an official institution shall be party, the Royal House of Appeals shall have original Jurisdiction. In all other cases before mentioned, the Royal House of Appeals shall have appellate Jurisdiction, both as Rule and Fact, with such Exceptions, and under such Regulations the Veman Congress shall make.
Clause 3: The Veman Sovereign - The Vema Seamount Authority, Members of the Mount Vema Royal Family, the Prime Minister of Mount Vema, Members of the Veman Congress and Foreign Diplomats on Official Mission shall be immune from any disciplinary action, legal action or from any prosecution, except when such immunity is revoked.
Clause 4: Anyone who is a foreign national convicted of criminal offence shall be deported and banned from re-entering the Kingdom of Mount Vema, after serving their time.

Section. 3. - Treason 
Clause 1: Treason against the Kingdom of Mount Vema, shall include passing classified trade secrets, security codes or other disputes, in adhering to enemy combatants, criminals and organized crime, giving them Aid and Comfort.

Article. IV.

Section. 1. - Legislation and Rule of Law
Full Faith and Credit shall be given to the Kingdom of Mount Vema Acts, records, and disciplinary proceedings; and the Congress with the Sovereign's approval may by general rule prescribe the manner in which such acts, records and proceedings shall be proved, and the Effect thereof.

Section. 2. - District Administrations
Clause 1: New Lands may be admitted into the Kingdom of Mount Vema. But no new Districts shall be formed or erected within any other District; nor any District be formed by the Junction of two or more Districts, or Parts of plots of lands.
Clause 2: The Veman Congress shall have Power to dispose and make all needful Rules and Regulations respecting the Lands or other Property belonging to the Kingdom of Mount Vema. And nothing in this Constitution shall be so constructed as to Prejudice any Claims of the Kingdom of Mount Vema, or of any particular member of the Vema Seamount Community.

Section. 3. - Form of Government
The Veman Sovereign - The Vema Seamount Authority shall guarantee to every Resident in the Kingdom a Constitution Monarchy form of government. And shall protect each of them against Crime or any other form of Abuse, Discrimination, Assault, and on Application of the Rule, or of the Executive (when the Rule cannot be convened) against domestic Violence.

Article. V.

Section. 1. - Amendments
The Veman Congress, whenever two third of both Councils shall deem it necessary, shall propose to the Veman Sovereign - The Vema Seamount Authority, Amendments to this Constitution. The Sovereign may approve or reject such proposal, and such decision shall be final and can only be re-opend five year after, except in exceptional circumstances as the Sovereign sees fit.

Article. VI.

The Supreme Rule of the Territory
Clause 1: All Debts contracted by any Member of the Royal Family of Mount Vema and Engagements entered into, before the Adoption of this Constitution, shall be as valid against the Kingdom of Mount Vema under this Constitution.
Clause 2: The Declaration of Sovereignty, The Veman Sovereign - The Vema Seamount Authority, The Document that constitutes the Legal System, This Constitution, and the Laws of the Kingdom of Mount Vema which shall be made in pursuance thereof; The Judges and all Treaties made, or which shall be made, under the Authority of the Kingdom of Mount Vema - Vema Seamount, shall be the Supreme Rule of the Land.
Clause 3: The Council of Royal Advisors and Council of Cabinet Ministers before mentioned, all Executive and Judicial Officers, of the Kingdom of Mount Vema, shall be bound by Oath of loyalty to the Sovereign - The Vema Seamount Authority, to support this Constitution.

Article. VII

The Vema Seamount Authority - The Veman Sovereign shall be sufficient for the Establishment of this Constitution. No Officer or Employee shall be responsible for any liability of the Kingdom of Mount Vema unless personally authorized by them in writing.

Article. II.
Clause 7: In case of absence of the Veman Sovereign - The Vema Seamount Authority, or of his Death or inability to discharge the Powers and Duties of Veman Sovereign and of supreme Ruler of the Land, the same shall devolve on to:

3- The Order of Succession in the absence of an Heir
  1.  The next in Line of Succession shall be in accordance with the Sovereign’s will

  3.  The Prime Minister of Mount Vema (When elected by the people)
  4.  The Secretary of His Mount Vema Majesty’s Treasury
  5.  The Secretary of the Mount Vema Reserve Bank
  6.  The Speaker of the Mount Vema Congress   
 
4- The Order of Succession in the absence of the Sovereign’s Will
4.1- The Citizens of the Kingdom of Mount Vema with the assistance of the Judiciary, the Legislative and the Executive shall elect a President, and when such President is elected, the Kingdom of Mount Vema shall cease to be a Kingdom and shall become a Republic.
4.2- All symbols associated with the Monarchy shall form part of a museum created by the state as part of the history of the territory.
4.3- Members of the Royal Family and the spouse of the deceased monarch shall continue to be entitled to all privileges, as well as the relatives of the founding father of the nation.
