The Breakwaters will be a set of barriers (with about seven different sections), that will form part of the City of Mount Vema's 5th Avenue, and together will make the city's breakwaters. A 20 kilometers road designed to protect the floating city from the force of the waves.

The City of Mount Vema Broadband Infrastructure, The Coast Guard, Customs and Immigration Outposts, The Port of Mount Vema – Fuel Zone, The City of Mount Vema Waste Recycle Plant, The City of Mount Vema Waste Management Center, The Port of Mount Vema – Bulk Zone, The City of Mount Vema Sewage Plant, The Breakwater and Resort Beach Maintenance Center, The Aquaculture Center, The Port of Mount Vema – Container Zone, The Port of Mount Vema – Fisheries Zone, The Desalination Plant & Drinking Water Reservoir, The City of Mount Vema Wind and Tide Power Generators, The City of Mount Vema Wave Power Generators, The Royal Guards and Coast Guard Outposts, The Open Space (Center) for Marine Exploration, The City of Mount Vema International Airport, The Heavy Industry and Storage Space (Pollution Free - Zone), The Royal Mount Vema Anti-Submarine Task Force, and The Military Heliport and Anti-Air Defense Task Force.

The 5th Avenue & Breakwaters includes the Gate Bridge and are a Special Administration Zone of the Kingdom of Mount Vema – The Vema Seamount Territory, and the City of Mount Vema Project.
Administration and Representation in Congress
The Special Administration Zone is administered by its own Governor who is elected by the people for a term of four years but without a Governor’s seat in Congress. However, the Zone has its own representative in Congress who is elected by the people for a term of four years. The Representative is referred to as:
Congress Man or Congress Woman for The 5th Avenue & Breakwaters with a seat in the House of Representatives (The Congress of Mount Vema) where he/she will work to protect the interest of The Special Administration Zone in accordance with their manifesto and mission.

The sections that will make the City of Mount Vema are currently being built outside Mount Vema however, Mount Vema citizens, and owners of a Mount Vema Title Plan can already vote for, or stand for Governor of The Special Administration Zone, or Representative for Congress.
