At present, the Mount Vema Government runs the territory from its diplomatic premises overseas. However, the Capital of the Kingdom of Mount Vema will be at the District of Neverland–Seat of the Monarchy and Diplomatic Embassies, and the capital of the City of Mount Vema will be the District of Maryland–Seat of the Elected Government. ​

The Office and the Official Residence of the Prime Minister of Mount Vema, will operate without a P.M., until direct elections by popular vote in 2024.

General Election 
2024 

The Prime Minister of Mount Vema enters into office by direct election by popular vote. As the winner, the PM sets timescale within which he/she must form a cabinet. Once cabinet is formed, the PM receives the confidence of the congress by presenting the Cabinet Composition and Legislative Program to Congress, then the winner can be officially appointed by the reigning monarch (The Vema Seamount Authority).
The Prime Minister of Mount Vema, is the head of a cabinet and the leader of the ministers in the executive branch of the government. The PM selects and dismiss other members of the cabinet, and allocates posts to members within the government. The Prime Minister is the official who manages the civil service and execute the directives of the head of state (The Vema Seamount Authority).

Government Operations
Most Mount Vema entities will continue to operate from Mount Vema’s diplomatic premises overseas for some time until the City of Mount Vema is ready.
 
His Mount Vema Majesty’s Government 2021/2022
At present, His Mount Vema Majesty King Peter Goldishman is not just the Head of State, and the titular leader of the territory who represents the state at official and ceremonial functions, because the post of Head of Government is currently vacant, he is also the Head of Government. Therefore, the Prime Minister of Mount Vema.
 
He is currently the official who oversees the Capital House administration which, is the main administrative body with duties to manage the day-to-day domestic activities of His Mount Vema Majesty's Government. He delegates the work to the departments which are run by freelancers with specialist knowledge in their field of expertise.

However, if there was an election, this is how it would work.
 
Prime Minister Elections
All Mount Vema General Elections (to elect a Prime Minister) must take place on the last week of May, and whenever there is a general election, it must be organised in a manner that ensures that the Prime Minister enters office on the 1st day of September.
 
The next Election - For Prime Minister of Mount Vema
The next elections for Prime Minister of Mount Vema will take place in 2024.
 
Standing for Prime Minister
When someone decides to stand for Prime Minister of Mount Vema, before he/she submits the candidacy, he/she must have a list of people selected among community members who he/she believes will be able to join his/her cabinet as head of a ministerial department (secretaries of state).
 
Vetting Candidates
Within the Mount Vema society not just anyone can join the government. Candidates must submit the list of their potential cabinet officers to the security services for vetting to ensure there are no conflict of interest, candidates have no links to any organized crime, or no risk to the integrity or threat to the long-term stability of the state.
 
The security services then submit the list to the sovereign for approval based on the information compiled by the security services which must be verified by the Royal Mount Vema Department of Statistics and Risk Assessment. If the list is rejected by the sovereign, the candidate must find a replacement and try again until all his/her team are approved by the sovereign. If the names are approved, the candidate can then register his/her candidacy.
 
Submitting Candidacy
When submitting candidacy, the candidate must register his/her candidacy, publish his/her manifesto, and submit the budget proposal for the next fiscal year to sovereign.
 
Campaigning and Election
At present most Mount Vema citizens are dual nationals and living all over the world. So, when the campaign officially starts it will be covered by VSBCnews online to enable Mount Vema citizens worldwide to choose a candidate based on their manifesto and more. Campaign starts on the first week of January, and the election takes place on the last week of May.
 
After Election
When the candidate is elected, he/she must not enter office until September 1st, after he/she swears in before the sovereign as the new Prime Minister of Mount Vema.
 
The work of the Prime Minister
The Prime Minister works with his/her ministers and district liaison officers to ensure his/her administration delivers on the pledges made on their manifesto during the election.
 
There are no political parties in the political system of Mount Vema, and the elected government is not responsible for foreign relations which is the responsibility of the Head of State.
 
However, the elected government through the Ministry of Foreign Affairs and Tourism can conduct negotiations and sign agreements with foreign corporations or international organizations for the benefit of the People of Mount Vema in the following cases only:
 
Commercial agreements, with foreign establishments, businesses and organizations; agreements with donor organizations for the purpose of implementing arrangements for the provision of assistance to the Kingdom of Mount Vema development programs; agreements for the purpose of implementing the Kingdom of Mount Vema international development commitments. Cultural, scientific and educational agreements.
 
State of the Nation
On the first week of July the Prime Minister must address the nation before the sovereign with updates about the general state of the nation.
 
If the Prime Minister addresses the nation in his last term because he/she lost the election or he/she has resigned, then that address marks the end of the Prime minister’s term.
 
However, if the Prime Minister remains in office, then after he/she addresses the nation, the Prime Minister must submit his/her budget proposal for the following fiscal year to the sovereign.
 
The budget proposal is a request to increase or reduce the debit ceiling. The sovereign then looks into the annual financial statements of the reserve bank which is confidential (about foreign currency reserves and overseas assets), and then he looks in the state of the annual financial statement which are public information from the Mount Vema Central Bank (Bank of Mount Vema) and the Treasury. Then by September, the sovereign must decide as follows:
 
Option (1)- Approve – The debit ceiling is increased or reduced as requested.
Option (2)-Reject – No changes
Option (3)-Recommendations – The sovereign may make recommendations.
 
The sovereign’s decision is final, at least for the current fiscal year. Then the elected Prime Minister, his/her cabinet, and the congress can take it from there until the end of the current fiscal year. Make the best out of the available resources, which must reflect on how secure, safe, and prosperous the society and the state become at the end of fiscal year and at the end of the four-year term. 
Head of Government:
The Capital House administration, headed by the Prime Minister is the main administrative body with duties to manage the day-to-day domestic activities of His Majesty's Government of Mount Vema.


Cabinet:
The Cabinet is composed of a body of high-ranking advisers who run the ministerial departments. They are nominated by the Prime Minister, and Appointed by the Monarch.


Elections:
​The Monarchy is hereditary, followed by general elections to elect a Prime Minister who governs for a four years term. 
​The Capital House Administration is responsible for the drafting of the rules with regards to the day-to-day management of the Vema Seamount Territory; the community businesses overseas, foreign trade and commerce with foreign governments, borrowing and minting the currency, the post office, defense, license, immigration and customs.
Department of General Management and Budget
The Department of General Management and Budget (DGMB) is the Office in the Capital House that oversees the activities of the Government Agencies. It is responsible for management, legislative, regulatory, and budgetary issues. The employees are charged with monitoring the adherence of their assigned programs to Capital House policies. The Department performs coordination roles by gathering, filtering, and promulgating the Prime Minister’s annual budget request.

The Cabinet
The Mount Vema Cabinet is composed of the most senior appointed officers of the Government. Cabinet officers are selected among members of the society, by the Prime Minister and presented to the Veman Congress for confirmation or rejection by a simple majority. If approved, they are sworn in the presence of the Veman Sovereign, to receive the title "Minister," and begin their duties.

TERM IN OFFICE
The Prime Minister of Mount Vema is not appointed for a specific term in office and in effect may remain in power through a number of elections and congresses. In case of a letter of resignation or a request for dissolution of congress, the latter in effect will allow the government to appeal the opposition of congress to the electorate. However, the head of state (The Vema Seamount Authority) may refuse the dissolution of congress, requiring the resignation of the Prime Minister and his or her government.  Nevertheless, the Prime Minister is the person who will decide when to request a dissolution of congress which will have to be confirmed by the sovereign.
The Responsibility of the Prime Minister

The Prime Minister of Mount Vema ensures that the activities of the Vema Seamount Administration and the City of Mount Vema do not conflict with the mission and objectives of the Kingdom, and oversees the Department of General Management and Budget. The Prime Minister also brings together the Ministries to meet regularly; aiming to provide the impetus for the major issues relating to long and short-term goals of the Nation and to issue general policy guidelines.

The Prime Minister, with the support of Ministerial Departments, also works in liaison with District Governors, and oversee, district plans and their matters related to: Accommodation, Transportation, Utility, Waste Disposal, Communications, Security, Law & Order, Emergency, Education, Sports, Entertainment, Tourism, Land Maintenance, Trade and Industry.
 
In Congress, the district Governors are members of the Council of District Administrators who are also responsible for proposing new laws or law reforms to the relevant Cabinet Ministers based on their day to day district management experiences.

District proposals are only submitted to the relevant Cabinet Minister when approved by majority vote at the Council of District Administrators.

When a proposal is presented to a Cabinet Minister, the relevant Cabinet Minister presents it to the Prime Minister. Then the Prime Minister must submit it to the Congress for debate no less than 24 hours after such document has been received.
